About the Quota Scheme

The Quota Scheme is from the academic year 2016 – 2017 discontinued and will gradually be phased out. New students will not be admitted under this scheme. Students who already receive support under the quota scheme may complete their education with support from Lånekassen

For information on which countries, academic institutions and educational programmes that are covered by the Quota Scheme, please contact the Norwegian Centre for International Cooperation in Higher Education (SIU) or one of the universities / university colleges in Norway.

In order to receive grants and loans from the Norwegian State Educational Loan Fund you must

  • have confirmed  admission as a quota student at a Norwegian institution
  • have a residence permit as a student in Norway
  • intend to use the education in your home country after completion of the Norwegian education

Special rules for repayment

If you have received a loan from Lånekassen (The Norwegian State Educational Loan Fund) for a course of education that is included in the quota programme, you may apply for cancellation of your debt when you return to your home country and take permanent residence there. You will receive information on how to apply from Lånekassen. Before moving back home, please remember to give Lånekassen your address in your home country.

If you remain a resident in Norway for a period after completing your course of education or you do not receive financial support from Lånekassen for the entire period of your education, you must inform Lånekassen.

If you become resident in Norway or a country other than your home country, you are not entitled to cancellation of your debt. You must then repay your loan.
